It is a matter worthy of considerationwhy the progress which is in our time sounexpectedly rapid in all which concernsthe physical world, should be soslow, or rather so limited, in the sphereof morals. We might almost say that,like a line ascending in a spiral form,progress can in each historical periodonly be made within the given orbit inwhich the period itself revolves.

With respect to the two principalquestions which interest mankind in itscomplex—that is, in its political and social—existence,the orbit in which thehistorical period preceding our ownrevolved, as far as politics are concerned,circled round what we may termthe State, although this does not preciselycorrespond to our present conceptionof the word; and socially it re3volvedround an absolute system of proprietorship,
